Codes of Practice

The Housing Act 2004 received Royal Assent on the 18th of November 2004. As part of the amendments to the Housing Act 2004 mandatory licensing for houses of multiple occupation in England and Wales was introduced.

Further and Higher education institutions are exempted from licensing providing they sign up to a code of practice that has been approved by the Department for Communities and Local Government (DCLG).

3 codes of practice were approved by Parliament in April 2006. These are:

The Universities UK Code of Practice for University Managed and Controlled Student Accommodation

The ANUK Code of Standards for Larger Developments for student accommodation managed and controlled by educational establishments

The ANUK Code of Standards for Larger Developments for student accommodation not managed and controlled by educational establishments

In addition to Universities, FE and HE colleges, the codes are also open to to private higher education providers, providing these institutions have the necessary mechanisms in place to fall within the code.

ASRA has been involved in the development of the Codes of Practice, and continues to represent the Members of the Association through representation on the management group of each code of practice. Minutes from these meetings are available for ASRA members to download in the Member's Only section of the website. Members with questions relating to the Codes of Practice which they would like fed back to the relevant management group should email their request to the ASRA Chair.
